Nancy D. Green, functionalIT's founder, has over 30 years of acquisition management, program/project management, contract negotiation, and organizational management
experience with both commercial and Government clients.
Nancy specializes in helping clients develop acquisition strategies that align directly
with and achieve their overall acquisition objectives. In some cases this means helping a
commercial client achieve success in bidding for a government contract. In other cases, it
means advising the government in developing a sound acquisition strategy and Request
for Proposal (RFP). In a government acquisition, she also coordinates development of
all associated acquisition documentation (Acquisition Plans, Source Selection Plans,
Statements of Work, Statements of Objectives, special terms and conditions) as well
as facilitates and documents source selection activities. This results in efficient and
effective acquisition processes that minimize the risk of successful award protest.
Nancy has a wealth of experience with a variety of Government organizations
including Customs and Border Protection (Department of Homeland Security),
National Oceanic and Atmospheric Administration (Department of Commerce),
National Telecommunications and Information Administration (Department of
Commerce), Office of Foreign Asset Control (The Department of Treasury), and Center
for Medicare and Medicaid Services (Department of Health and Human Services).
Most recently, she was the principal program office acquisition advisor for two high
visibility, complex services acquisitions: one with Customs and Border Protection
(CBP) and one with the National Telecommunications and Information Administration
(NTIA). In addition, Nancy directed post-award program office activities for the NTIA
DTV Converter Box Coupon Program. This highly successful program was awarded the
2010 GSA Citizen Service Award for superior programs in citizen engagement and a
Department of Commerce Gold Medal.
With her education and significant experience, Nancy has the understanding and
background to lead top-level, time-sensitive projects in acquisition and negotiation.

Dr. Gordon M. Green, PE PgMP PMP
Executive Consultant
Dr. Gordy Green has over 40 years experience including 11 years in the U.S. Navy as a nuclear-trained submarine warfare officer and engineering duty officer. For the past seven years, he has been the company lead for acquisition and program/project management efforts with the National Oceanic and Atmospheric Administration. Currently, Dr. Green acts as principal advisor to the NOAA Platform Acquisition Division on research ship design and acquisition programs and as an enterprise risk management consultant to the Department of Commerce.
Dr. Green supports other functionalIT acquisition and program management efforts, such as the National Telecommunications and Information Administration Digital Television Transition Coupon Program and multiple Customs and Border Protection acquisition programs.
Dr. Green holds a doctorate in management and a master's degree in organizational management. He also has certifications as a Program Management Professional (PgMP) and Project Management Professional (PMP). His undergraduate degree in engineering and registration as a Professional Engineer (PE) provide a sound basis for understanding the technical aspects of a program or project and associated impacts on planning and execution.
